When wanting to write a freelance article for a newspaper who do you contact?

I write a blog for a large newspapers website, but I wanted to see if someone would be interested in a series of articles about a middle class family losing it all in today’s economy.

The story would basically be mine talking about what it is like to file bankruptcy, lose your home, apply for medicaid and adopt a family. I figured it might go in features but not sure.

   Get a copy of the Writers and Artist’s Yearbook – you’ll get the name of the correct person to contact. Call them and Pitch the article telling them what it’s about and how many words you intend to write.

   choices,you can contact either the senior
   editor,or you could try and contact the owner
   himself.I just got a sneaky idea, find out if the
   owner is married. if so,go over his head and
   pitch the idea to her,and give it your best
